The Human Resource and Administration Department headed by Director of Human Resource and Administration handles general administration, human resources management and development, office management, transport and records management, security, community policing, as well as printing and prison services. It is organized into four sections:

1. Human Resources Section: This section manages human resources functions such as personnel management and development, conditions of service, industrial relations, records management, and leave day administration.
2. Administration Section: Responsible for transport management, committee operations, and security services.
3. Committee Section: This section handles the creation and management of all Council minutes and records.
4. Registry Section: Manages and maintains correspondence both within the Council and with external parties.
