Choma Municipal Council is mandated to promote effective local governance and sustainable socio-economic development in accordance with the Local Government Act No. 2 of 2019 and other relevant legislation. The Council is responsible for providing quality municipal services, improving community wellbeing, and ensuring inclusive participation in local decision-making processes.

Core Mandate

The Council is mandated to:

• Provide and maintain municipal infrastructure, including roads, street lighting, bridges, drainage, and public facilities.
• Manage sanitation and public health services such as refuse collection, waste disposal, food safety, and environmental health regulation.
• Facilitate access to clean and safe water in collaboration with relevant utilities and stakeholders.
• Administer and regulate markets, bus stations, trading areas, and other public facilities to support local economic activity.
• Promote socio-economic development, investment, environmental sustainability, and climate resilience across the municipality.
• Ensure effective land-use planning, development control, zoning compliance, and issuance of planning and building permits.
• Foster community engagement and stakeholder participation to enhance transparency, accountability, and service delivery.
• Coordinate disaster management, public safety initiatives, and environmental protection.
• Provide effective administration, financial management, and governance support to enable the smooth functioning of the Council.
